The Progressive Safe Systems is the next stage of Transport for London’s (TfL) Direct Vision Standard (DVS), first introduced by the Mayor of London in 2019. This enhancement to the original standard came into effect on 28th October 2024 and a grace period, which allows additional time to fit PSS-compliant kit and secure an HGV safety permit, ended on 4th May 2025.
The PSS comprises a set of safety technologies, either factory-fitted, or retrofitted, designed to reduce the risk HGVs pose to vulnerable road users. Where possible, its requirements have been aligned with other regulatory frameworks, including current and upcoming standards from the European Union and the United Nations Economic Commission for Europe (UNECE), to ensure consistency.
Transport for London (TfL) developed the PSS criteria in collaboration with the freight sector, drawing on input from vehicle manufacturers, operators, suppliers, installers, cycling and pedestrian advocacy groups, and trade associations through a series of dedicated industry working groups.
